Kabuto fully controls them and their actions. Itβs part of the reason why Nagato was sealed away and didnβt attempt another strategy, Kabuto also isnβt that familiar with Nagatos rinnegan abilities. They essentially fought a near mindless Nagato that didnβt fight like himself
