He comes from a planet where they had a ton of nuclear wars and the original species split between A and B, with the Aβs having been nearly wiped out and forced underground by the radioactive Bβs. Pandor is a criminal on his home world and was therefore put in that suit for his containment and the safety of others. Benβs transformation, NRG, will also have the suit because the Omnitrix accounts for his radiation.
